Governors' Statement on Charging Policy

The Governors have agreed to support the Leicestershire Education Committee’s Policy for 1989-1990, and recognise the principle of maintaining the right to free education.

It is the policy:

Materials and Equipment

1.            Not to levy a charge for any materials or equipment needed to meet syllabus demands;
2.            To ask parents to pay for the ingredients or to provide them, if they wish to own a finished product;
3.            To levy a charge for any damage, breakage or defacing of College property as a result of a student’s misbehaviour or negligence;

Visits and Excursions

4.            To request voluntary contributions from parents for short day-time visits and longer residential excursions for which compulsory charges cannot be levied, but which can only be provided if there is enough voluntary funding;
5.            To levy the full charge of the cost of board and lodging when an overnight stay is required, recognising that arrangements can be made to reduce those costs to parents in receipt of Income Support or Family Credit;

Activities

6.            To levy a charge to pay for an outside agency’s fees for organising an optional opportunity during College hours, when students are not obliged to opt for that activity and other alternatives are available, such as for a Horse Management choice in a Complementary Studies programme;
7.            To request voluntary contributions from parents to provide transport to fulfil the sporting fixtures list, yet ensuring that no student will be excluded from participating due to inability or unwillingness to contribute;

Work Experience

8.            To seek a subsidy for the travel to and from a work placement from the Leicestershire Education Committee if parents are in receipt of Income Support or Family Credit;

Public Examinations

9.            To levy no charge for examination entries when a student has successfully followed a course at the College, except in cases when without good reason:
a)            A student does not complete coursework requirements
b)            A student fails to turn up for examinations

10.        To delegate to the Chair of the Governors and the Principal the determination of any individual case arising from the implementation of this policy.
